Text of the provision
Art. 94. Partial extinction of criminal liability. -Criminal liability is extinguished partially: 1. By conditional pardon; 2. By commutation of the sentence; and 3. For good conduct allowances which the culprit may earn while he is serving his sentence.

What this article means
Criminal liability is partly extinguished in three ways: by conditional pardon, by commutation of the sentence, and by good conduct allowances earned while serving sentence. These reduce or soften the liability rather than wiping it out entirely.
