Text of the provision
Art. 191. Keeper, watchman and visitor of opium den. -The penalty of arresto mayor and a fine ranging from 100 to 300 pesos shall be imposed upon: 1. Anyone who shall act as keeper or watchman of a dive or resort where any prohibited drug is used in any manner contrary to law; and 2. Any person who, not being included in the provisions of the next preceding article, shall knowingly visit any dive or resort of the character referred to above.

What this article means
Arresto mayor and a fine ranging from 100 to 300 pesos are imposed on anyone who acts as keeper or watchman of a dive or resort where a prohibited drug is used contrary to law, and on any person not covered by the preceding article who knowingly visits such a place.
