Text of the provision
Art. 143. Acts tending to prevent the meeting of Congress and similar bodies - The penalty of prisión correccional or a fine ranging from Forty thousand pesos (₱40,000) to Four hundred thousand pesos (₱400,000), or both, shall be imposed upon any person who, by force or fraud, prevents the meeting of Congress or of any of its committees or subcommittees, Constitutional Commissions or committees or divisions thereof, or of any provincial board or city or municipal council or board.

Anyone who by force or fraud prevents the meeting of Congress or its committees or subcommittees, the Constitutional Commissions or their committees or divisions, or a provincial board or city or municipal council or board, suffers prisión correccional or a fine of Forty thousand pesos (₱40,000) to Four hundred thousand pesos (₱400,000), or both.
