Text of the provision

Art. 16. Private recruitment. Except as provided in Chapter II of this Title, no person or entity other than the public employment offices, shall engage in the recruitment and placement of workers.

What this article means

As a general rule, only the public employment offices may recruit and place workers. Private participation is the exception, allowed only under the chapter that provides for it.
