This article was expressly repealed by Republic Act No. 10361 (2013), the Batas Kasambahay, whose Section 44 repeals every provision of Chapter III (Employment of Househelpers) of the Labor Code. Text of the provision
Art. 146. Opportunity for education. If the househelper is under the age of eighteen (18) years, the employer shall give him or her an opportunity for at least elementary education. The cost of education shall be part of the househelper’s compensation, unless there is a stipulation to the contrary.

What this article means
If the househelper is under eighteen (18) years of age, the employer must give an opportunity for at least elementary education. The cost of that education forms part of the househelper’s compensation unless the parties stipulate otherwise.
