Text of the provision
Art. 144. Minimum cash wage. The minimum wage rates prescribed under this Chapter shall be the basic cash wages which shall be paid to the househelpers in addition to lodging, food and medical attendance.

What this article means
The minimum wage rates set under this chapter are the basic cash wages of househelpers. They are paid in addition to lodging, food and medical attendance — those cannot be counted as part of the cash wage.
